good food, not as cheap as you think
Have eaten here twice, excellent food. It is better than the word "budget" implies. It looks to be populated with locals and looks a little on the run-down side, but I say again the food is great. It is not quite as cheap as you think--$25 for breakfast for two (hamburger patty and eggs, sausage and eggs, and short stack of pancakes; two OJs)--this includes tip.
