Stay Away I can’t believe there’s a professional chef running this kitchen or participating at any cooking station. Not only is the menu ill-conceived, they just don’t seem to have a clue about how food should be prepared.
The service isn’t any more professional than the kitchen staff, and the décor is as frumpy as it gets.
The desserts are supposed to be the strong point. I can only comment on the German chocolate cake I tried. It tasted nothing of chocolate, coconut, nor pecan. Rather, it was simply overly sweet; like eating a bowl of sugar.
Perhaps I wouldn’t be so harsh if the place didn’t take itself so seriously. This place makes one wonder if people in Rochester know anything of good food or fine dining. It’s so bad it gives the city a black eye. Everyone would be better off if it would just go out of business. [30 Jun 2008 19:05:43]

Awesome! Disregard what the other person said. The desserts are among the best I've ever had. While the main courses are nothing to write home about, they're reasonably well-executed and I've never had any complaint about my experience at Phillips.
As for the German Chocolate Torte (one of my favorite dishes on their menu), perhaps the other reviewer simply lacks a discriminating palate, because all of the appropriate flavors were present, with one of the richest chocolate cream frostings I've ever tasted.
As for the ambiance - it's not ideal, but I forgive it for the quality of food. I usually go only for dessert. [16 Jul 2009 15:59:04]
